The agenda includes issues of bilateral cooperation and integration between Russia and Belarus. The Supreme State Council is the highest governing body of the Union State. It includes the Presidents, Heads of Parliaments and Heads of Government of the two countries, as well as the State Secretary of the Union State. Since 2000, Aleksandr Lukashenko has been the Head of the Supreme State Council. The council meets at least once every two years, alternating between Moscow and Minsk.
