The draft budget of Belarus for 2021 provides for the ruble exchange rate of less than 2.5 per dollar, the average annual oil price of $40 per barrel. Belarus' GDP growth is planned at 3.5%. The forecast documents were considered by the Government. The main requirement is balance, servicing the public debt and ensuring all social spending. According to Prime Minister Roman Golovchenko, the budget for next year is being formed in difficult conditions of limited resources. The Council of Ministers estimates direct revenue losses from Russia's tax maneuver at 350 million rubles.
