The non-cash housing subsidy system is to be introduced in Belarus on 1 October. The financial support from the state will be provided to the economically disadvantaged, unemployed pensioners and people with disabilities. Urban residents who spend 20% of their income to pay utility bills can apply for the state benefits. For rural residents, according to the President"s decree, this threshold has been lowered to 15%. In addition, the government will outline a list of income sources that will be taken into account when applying for the housing subsidies.
