The CIS observer missions have become an alternative to the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in the impartiality and objectivity of election observation. This was noted by First Deputy Secretary General of the CIS Igor Petrishenko during the plenary session of the international scientific and practical conference on the formation of the legal culture of the population on the sidelines of the 2nd International Electoral Forum. The legal culture of the population plays a crucial role in holding fair and equitable elections. Furthermore, adherence to the principle of open and transparent elections is an important factor in its formation.
