bill on administrative liability was considered at a meeting of the expert
council headed by N. Kochanova. In addition to senators, representatives of
ministries and local authorities took part in the discussion. Particular
attention was paid to landscaping and restoring order throughout the country.
They talked about the need to strengthen the human resources of the bodies
responsible for monitoring the cleanliness of the forest, and to increase
penalties for throwing garbage from cars. They also emphasized the importance
of combating invasive plants. The potential of the expert council under the
Council of the Republic is used to the maximum in the process of lawmaking.
This is a kind of filter for the most important legislative decisions for the
country. Over the entire period, 317 documents were considered. Of these, 90
were supported without comments.
