At the meeting of the second session of the Council of the Republic the senators approved the draft law "On Amnesty in connection with the 80th anniversary of the Victory in the Great Patriotic War". The draft law has been prepared on the instructions of the President of Belarus. Minister of Internal Affairs Ivan Kubrakov acted as a rapporteur on the issue. A chance for a new life will be given to 7.630 people. This is the fourth amnesty in five years. The document has retained the key approaches, but there are some innovations. In particular, it is proposed to reduce the sentence by one year for previously unconvicted persons who have committed offences related to drug trafficking. Exception — offences resulting in the death of a person. The sentence will also be reduced for women and single men with children under the age of 18 who have not been deprived of parental rights. In addition, those who have committed corruption offences will also fall under the amnesty. This practice has proved to be favourable and has not affected the crime situation in the country. The main requirements for amnesty in Belarus are law-abiding behaviour in prison, repentance and repayment of damages.
