Meeting on improvement of control and oversight activities
Control and oversight activities in Belarus will be improved. The approaches were discussed at the meeting with the President. Given its importance, this is not the first time that this topic has been addressed. In 2009, an integral system of control was formed, 8 years later it was comprehensively modernized. Thus, according to the State Control Committee, last year compared to 2019, the total number of inspections decreased by almost 30%. However, according to Aleksandr Lukashenko, the negative trends have not been eradicated. Today, the meeting discussed the draft decree, which provides for the adjustment of regulatory legal acts in this area. The head of state instructed to change the style and methods of work. There are two key directions in the draft decree. The first is minimal government interference in the activities of business entities. Excessive control will be eliminated by reducing inspection activities and, most importantly, duplicating functions of inspectors. The decree also introduces the obligation of inspectors to register monitoring and technical activities in the book of records. In general, the document is balanced and solves the basic task to change the style and methods of work of controlling bodies. There overarching goal is to help enterprises avoid detectable violations from now on and improve the efficiency of their operations. The President emphasized that the finalized draft decree should be beneficial for enterprises, society and, above all, the economy.
